Funding programs and mandates we work with
Some evaluation happens because a funder scores it. Some happens because a law or a standard requires it on a fixed cycle. These pages set out what each rule actually says, with links to the source, and where we fit.
We are a mixed-methods practice. The numbers show what changed and by how much. Interviews, focus groups and observations show why. We design both into the evaluation from the start, read each against the other, and report them as one story.
We have worked with the Centers for Disease Control and Prevention (CDC), the Substance Abuse and Mental Health Services Administration (SAMHSA), the Department of Veterans Affairs (VA) and Movember, among many others.
Grant programs that score or require evaluation
SAMHSA grants
Data collection and performance measurement is worth 15 to 20 of 100 points, and every project names an evaluator. Eight FY2027 programs are forecast.
NSF ATE and S-STEM
ATE proposals must request funds for an independent evaluator, generally 4 to 10 percent of direct costs. Next deadline October 1, 2026.
HRSA rural health and Healthy Start
Performance reporting and evaluation carries 10 to 20 of 100 points, and data questions run through the rest of the score.
Drug-Free Communities coalitions
The evaluation and performance measurement plan is worth 25 of 100 points, the largest single item.
AmeriCorps State and National
Independent evaluation is written into the regulation at $500,000 a year. FY2027 applications are due January 13, 2027.
21st Century Community Learning Centers
State-run after-school grants. Many states expect a local evaluator, and some require an independent one.
Needs assessments required on a fixed cycle
Tax-exempt hospitals
A community health needs assessment every three years under section 501(r)(3), with required community input.
Head Start programs
A comprehensive community assessment in every five-year grant period, reviewed annually.
Community action agencies
A community needs assessment every three years, using both qualitative and quantitative data.
Community health centers
A needs assessment of the service area at least every three years under HRSA’s Compliance Manual.
Health departments
A collaborative community health assessment and improvement plan for PHAB accreditation.
State maternal and child health programs
A statewide Title V needs assessment every five years.
Cities, counties and states with HUD funds
A housing and homeless needs assessment inside every Consolidated Plan.
Title I schools
A comprehensive needs assessment of the entire school for every schoolwide program.
Area Agencies on Aging
An area plan built on the assessed needs of older adults and caregivers.
Ryan White planning councils
Needs assessment that reaches people with HIV, including those out of care.
