Community needs assessments for community action agencies
The CSBG Organizational Standards expect every community action agency to complete a community needs assessment at least every three years, and they say in so many words that it must use both qualitative and quantitative data. That sentence describes our practice.
What the CSBG Organizational Standards expect (Category 3)
- A community assessment, with a report issued, within the past three years (OCS Information Memorandum 138).
- Current poverty data for the service area, broken out by gender, age and race or ethnicity.
- Both qualitative and quantitative data, collected and analyzed for the geographic service area.
- Key findings on the causes and conditions of poverty in the communities served.
- Formal acceptance of the completed assessment by the governing board.

Timing
Count back from the date your last assessment report was issued. We recommend starting six to twelve months before the three-year mark, and pairing the assessment with your strategic planning cycle so the board sees one coherent picture.
